Pandemic of Control: Digital Authoritarianism and COVID-19 in the Asia-Pacific

Ada suatu masa ketika internet dipandang sebagai kekuatan untuk kebaikan. Hal ini sudah tidak lagi berlaku: Meskipun platform internet dan digital masih dapat digunakan untuk mengutarakan dan mengorganisasi pergerakan melawan otoritarianisme, kini dunia digital sudah menjadi ruang yang berbahaya bagi mereka yang berani mengkritik pihak berkuasa. Aktor pemerintah dan sektor privat secara aktif menargetkan suara-suara kritis dan oposisi, dan pengintaian berjejaring senantiasa memantau penentang kebijakan dan aktivis. Pengintaian peer-to-peer meningkat, warga biasa mengawasi layaknya polisi sesama warga yang menyimpang dari kebijakan pemerintah.

Otoritarianisme digital telah melaju semakin pesat dalam dua tahun terakhir. Kepanikan akibat COVID-19 menggerakkan pemerintah untuk menyusun sejumlah cara untuk mengatur warganya dan mengendalikan informasi dan kegiatan menggunakan teknologi digital. Perusahaan teknologi besar maupun kecil, instansi penegak hukum, serta pemangku kepentingan lainnya secara erat mencuri kesempatan bekerja sama dengan pemerintah untuk mengeksploitasi guna memperluas lingkup kekuasaan, pengendalian, dan keuntungan pribadi.

Berbagai teknologi diciptakan untuk melacak pergerakan kita, merekam riwayat kontak kita, dan mengotak-ngotakkan kita berdasarkan status vaksinasi dan kesehatan kita. Transparansi mengenai cara kerja teknologi-teknologi ini hampir tidak ada dan kerja sama antara pemerintah dan swasta menjadi kedok pertanggungjawaban.

Melalui beragam perspektif dari Asia-Pasifik, Pandemic of Control berupaya menjawab kebangkitan otoritarianisme digital dengan meningkatkan kesadaran, memantik pembicaraan, dan mendorong aksi.
